Mit der Veröffentlichung der europäischen Normenreihe EN 1504 in den Jahren 2004 bis 2008 wurde in Deutschland eine Anpassung der bisherigen nationalen Regelungen für die Instandsetzung von Betonbauteilen im standsicherheitsrelevanten Bereich erforderlich. In der mit Ausgabe Mai 2020 durch das Deutsche Institut für Bautechnik (DIBt) veröffentlichen Technischen Regel Instandhaltung von Betonbauteilen (TR-IH), wurden im Wesentlichen die Teile 1 und 2 des Entwurfs der Instandhaltungs-Richtlinie des DAfStb aus dem Jahr 2018 übernommen und mit Restregelungen zur Instandsetzungsrichtlinie des DAfStb, Ausgabe Oktober 2001 (RL-SIB) verknüpft. So gilt z.B. der Teil 3 der RL-SIB 2001 unverändert weiter. Neben der technischen Überarbeitung von Hinweisen zur Pla¬nung und Durchführung von Instandsetzungsmaßnahmen wurde in der TR-IH des DIBt die bestehende Instandsetzungsrichtlinie des DAfStb (2001) um Gesichtspunkte der Instandhaltung erweitert. Gegenüber werden nunmehr auch die Aspekte Wartung, Inspektion und Verbesserung in Anlehnung an DIN 31051 berücksichtigt. Zudem wurden Regelungen aus dem Bereich des Verkehrswegebaus (ZTV-ING, ZTV-W) übernommen. Der Beitrag gibt einen Überblick über die wesentlichen neuen Inhalte TR-IH sowie über die sich ändernden baurechtlichen Randbedingungen.
Technical rule “Maintenance of concrete structures”
With the publication of the European EN 1504 series of standards in the years 2004 to 2008, it became necessary in Germany to adapt the previous national regulations for the repair of concrete structures in the area relevant to stability. In the Technical Rule Maintenance of Concrete Structural Elements (TR-IH) published by the German Institute for Building Technology (DIBt) in the May 2020 edition, parts 1 and 2 of the draft maintenance guideline of the DAfStb from 2018 were essentially adopted and linked with residual regulations for the maintenance guideline of the DAfStb, October 2001 edition (RL-SIB). For example, part 3 of RL-SIB 2001 continues to apply unchanged. In addition to the technical revision of instructions for the planning and execution of maintenance measures, the existing maintenance guideline of the DAfStb (2001) was expanded in the TR-IH of the DIBt to include aspects of maintenance. In contrast, the aspects of maintenance, inspection and improvement are now also taken into account in accordance with DIN 31051. In addition, regulations from the field of traffic route construction (ZTV-ING, ZTV-W) have been adopted. The contribution gives an overview of the essential new contents of the TR-IH as well as of the changing boundary conditions under building law.
